Should we interpret the Constitution literary or loosely?

As any text interpretation (for example, book translation, or Bible exegesis) the true meaning of any text is a yin-yang, a dialectic, back and forth, between:     1) what the message meant to the one who sent it, and      2) what it would meant to the one who receive it. Let us not dream of an automatic, formal and impersonal mechanism to interpret laws. Norms are the will of a community and, therefore, are always personal and, thus, problematic.
